Opportunities Ontario: Provincial Nominee Program Opportunities Ontario: Provincial Nominee Program (Opportunities Ontario) launched in 2009. Ontario employers can nominate key individuals with critical skills and expertise for work permits and permanent residence in Canada through Opportunities Ontario. This is helpful for employers who are having difficulty finding the skilled workers they need. Please note that Opportunities Ontario is employer-driven. This means that you can only apply if your employer is pre-screened, the position is approved, and your employer provides you with a nominee application package from Opportunities Ontario. Immigrating to Canada If you want to immigrate to Ontario as a permanent resident under the federal immigration progam, you must first apply with the Government of Canada. The same is true if you want to work or study here temporarily. Citizenship and Immigration Canada (CIC) is responsible for these programs.
