Who Can Apply

To be eligible to apply for the Masters Graduate Stream, you must meet the following criteria:

  1. Education: Completed the requirements necessary to obtain a Master's degree that is at least one academic year in length if pursued on a full-time basis, and from an eligible Ontario institution.

  2. Language: A minimum of Canadian Language Benchmark (CLB)
      • Level 7 (or above) in English, or
      • Level 7 (or above) in French

  3. Residency in Ontario: Demonstrate you have resided in Ontario for at least one year in the last two years before the application submission date.

  4. Settlement Funds: A minimum level of savings or income to support you and your family members.

  5. Intent: Intention to reside in Ontario.

  6. Residency at Time of Application: Must be residing in Ontario with legal status (i.e., study permit, work permit, visitor record) OR residing outside of Canada. If you currently live in Canada, but outside of Ontario, you do not qualify.

  7. Eligibility Period: Must apply within two years of completing the requirements necessary to obtain your Master’s degree. For OINP purposes, this will be the date on your degree, or if your degree has not yet been granted, the date on your official letter from your academic institution stating when your degree will be granted.

Note: Refugee claimants with a pending application to remain in Canada are not eligible to apply to OINP. Refugee claimants whose claim has been rejected, abandoned, or withdrawn must exit Canada prior to applying to OINP. Refugee claimants may only apply to OINP once they have left Canada. For more information related to refugee claimants, visit the Immigration, Refugees, and Citizenship Canada (IRCC) website.

Students with a return obligation

If you are an international student and you have received subsidies, grants or home country scholarships and have return obligations (e.g. you must return to your home country or another jurisdiction outside of Ontario once you complete your studies), you cannot apply for the Ontario Immigrant Nominee Program unless such obligations have been fulfilled.

For more information about the eligibility criteria, please refer to the Application Guide: Masters Graduate Stream.

Important: Please refer to the Ontario Immigration Act, 2015 and its regulations for further details. To the extent that there is any discrepancy between this website and the Act and its regulations, the legislation takes precedence.
